Every ceiling below is derived from expected cost, not picked: roughly 3× what a run should cost, so it cannot fire on honest work but does bound a runaway. Under it sits the breaker — three consecutive runs above 2× expected stops the agent, because a ceiling catches a leak and a breaker catches a change. An agent that has never run reads NO DATA, never OK.
Janus
Twice a day Janus checks that production is actually working — agents writing what they promise, sites up, Magnus honest, nothing stuck at a human gate — and asks back about anything you said you would do. A check that could not run reads NOT CHECKED, never healthy.
